As someone who admits to having a history of mental/emotional illness, I see what you're saying, but I think Jon Stewart is OK here. Maybe it's a difference in UK/USA usage, but what Jon means by "sanity" is a matter of rational discourse in public affairs; as opposed to (e.g.) the bizarre claims that the US President is simultaneously a Stalinist, a Nazi, & a subhuman ape. Take it as a metaphor for a culture needing to be both more connected to reality & less at the mercy of uncontrolled emotion, both hallmarks of "sanity."
