There's actually an SF series that involves time travel in order to plunder the natural resources of the past to make up for current lacks. I haven't read them, but someone in my circle reviewed the first book a few years back. When I asked if stealing those resources didn't actually cause the shortages to begin with, they told me that I had hit on the incredibly obvious thing that it took the entire first book for anyone to realize.

Which, even though I haven't read the book, gave me a vastly low opinion of the characters (won't judge the writer without having read the book). I think the plot was for some time traveler to break the rules, find out the truth, and then spend three books on the run and fighting the System.
