Today I'm with the Doctor about how shooting retreating enemies is actually a bit stupid.
I mean, yes, they were slave traders, but one challenge of single combat and an arse kicking with swords and the whole lot of them left. The next planet along could do the same thing.
But the next invaders to visit cannot now afford to surrender or retreat. If they start it they have to finish it. Because they know Earth will blow them all up if they don't.
So it's a bit short term, shooting someone who has already quit.
Leaves the next guy with not so many options.
You might say that the next guy might be put off by the show of strength, but defeated retreating enemies are a good show of strength, dead enemies who can't tell the tale are not so much showing.
And the Doctor said they'd already been noticed, so blowing people up is not a way to stay hidden.
It still looked gendered and undemocractic, the Doctor slapping down the elected official because she did something he didn't like.
That part isn't good writing.
But blowing up defeated people isn't good planning.

I went off Russell T Davis after that episode, that and he wouldn't do anything out side of London despite having a vehicle that can transport you to any point in time and space.

RTD has his good points but his blind spots can has trucks drive through.
