TV canon has Fathers Day and Mawdryn Undead to say that such an event results in a massive and potentially catastrophic release of energy. Audio has examples too, and says in the absence of weird coincidence or intervention of technology the rule is the temporal differential shorts out and destroys the older version.
Jack being Jack he could find that a temporary inconvenience... or, being made immortal by weird time energy tricks, it could be one of the few things he still really has to worry about.
Either way, the actual physical touching is the thing.
Which is very sad from a porn point of view.
But also should make it really easy to avoid the issue.
And, crucially, if I've read such a story, would putting all this in a comment be too much geek?
I'm not even 100% sure they're intended to be touching. It sounds like they are, but *shrugs*
