You know in Star Trek Enterprise where you see how the mirror universe started? Humanity achieved warp drive, Vulcans came down to greet us, humans shot them and nicked their stuff.

Torchwood does that all the time. Torchwood exists to do that.

If Torchwood exists in a Trek 'verse it's in the mirror universe.
