This reminds me of my first campus, Mt. Scopus in Jerusalem. That place was notorious for being difficult to navigate and rooms were impossible to find, since units and corridors were arranged in odd ways. I've had professors who'd be lost on their way to classes after 10 years of teaching in that building. In addition to the bizarre layout, We later found out that in order to save money, the university had cancelled 50% of signposts, and 50% of the lifts originally planned, and those remaining weren't stopping on all floors.
