Women's Clothes

Well, one of five of my favourite dress in three colours. Unfortunately at least one of the others also has a hole. And I've owned them all the same length of time, so, could be a Thing.
... of course I own five, I found something that both fit and covered.
Today I went looking for a new thing that would in theory cover, though clearly I can't do much about the fit from here. I mean I can rule out anything that doesn't happen in at least a size 18, but beyond that would need trying on.
Is there a rule about the percentage of a woman's body that one may legally cover? I was searching for maxi dresses. The ones I bought were advertised as maxi dresses. They seemed to mean 'long all over'. But no, maxi dresses now mean floor length but split up the sides and only starting just above a skinny girl's tits. ... I have nothing against skinny girls, I just have experience trying to fit J cups into dresses that scaled up from skinny girl shapes.
I could find things that were floor length all round, but plunge neck. Went up to your neck, but split up the sides. Looked perfectly sensible all over, yet someone entirely lacked a back.
I'm not knocking people who want to dress like that, I'm just wondering when the hell it becamse compulsory.
And if it's not compulsory, where precisely can I buy the other sort?
Long sleeves, long but not floor length skirts, high neck... well, high ish, the ones I have now I wear a t-shirt underneath in the daytime because a J cup is just too much cleavage for everyday use.
I wear them over thermal leggings or trousers and I am well content with how much of me the weather can get at.
Why is this so difficult to duplicate?
... mum says I look a bit not good and should go buy new clothes that actually fit. Which, you know, is advice I have heard and registered. But she isn't lining up to tell me where these paragons of cloth based virtue actually are.
Am I going to have to order custom fit stuff from the LARP stores or the goth shops just to get a dress that covers all the parts?
... if I can find such shops again, not having looked recently.
It's ridiculous.
I am ever more tempted to try shopping from Indian type clothes, since a long thing over trousers is considered perfectly normal there. I've seen such outfits around town even.
... I'm probably not supposed to ask random people where they shop...
Add to all this my ongoing quest to find a waistcoat worth the money they're charging, and I am just a tiny bit frustrated with clothes right now.
