Is funny how often druids get lumped in with creatures.
Like it just said this forest is 'relatively unpopulated by citizens' but has 'Numerous druid circles and werewolf packs'.
Are druids not tax paying citizens? Are werewolves not? There's countries where they definitely are, they're just expected to either control themselves or lock themselves in a spirit house when the moon is up.
Druids are on the side of nature and trees and wilderness, so there's a general feeling they are not on the side of civilisation. They could be Lawful Neutral though. Erastil's got druid followers.
But settings are about setting up as many conflicts as possible, so druids fight civilisation, because civilisation includes many loggers.
I wonder how many people can get what they need out of the land with druid levels of wilderness still around. How many trees could a druid just regrow, like advanced magical coppicing.
That seems more interesting.
I like the idea of werewolf druids though. Might not be what they meant but seems cool.
