'Legends of the Dark Knight' continuity?

Okay, 'Legends of the Dark Knight' - in continuity or not? Or does it depend on the story? Because I thought it was 'Legends' because it was not in continuity, at least to start with, and stuff on letters page seemed to back that up. But then I find stories that are part 2 of something from 'Batman', and of course now it has parts of the main story in. So I'm wondering.

First LotDK I owned/read was #29, Faces part 2, the one with the 'deformity nation' and two-face. But I don't think I have/read part 3. Is an interesting arc. 'One-face' the two bodied preserved fetus is... memorable. Really disturbing art some of it.
