UNIT vs Torchwood

UNIT vs Torchwood
Torchwood is the older organisation. It appeared to be self funding, and not short on money. That whole seperate from the government beyond the united nations bit says pretty clearly that they aren't overburdened with rules. Or conscience. Or any way of slowing them down. UNIT and all sensible people got to be worried about that. And a bit jealous.
But I think the divisions are a bit more fundamental than that.
Torchwood is a British organisation dedicated to the British Empire. Up until the Tower went boom they were happily stocking up on weapons to rebuild said empire. Pretty damn creepy even without the alien tech aspect.
UNIT is a United Nations organisation, or at least international. They share data. If UNIT learns a shiny bit of alien tech, the world learns it. At least in theory. The assorted component governments would try and get advantages out of it without pouring too much in.
But it means Torchwood and UNIT differ on a basic level. Torchwood is British, promoting partisan interests. UNIT is international, trying to bring the world closer together. UNIT could plausibly see Torchwood as an outright threat. And especially given who UNIT had as a scientific adviser, it would be consistent with their charter for Torchwood to see UNIT as working with the enemy.
Is there any fanfic that explores these issues? I've seen stuff that treats it as a basic jurisdiction clash like FBI and local police in movies, but I haven't seen anything get in to the politics.
