Clearly something was up
but I'm not Adam cause I'm not creepy
and also everyone seemed to be having a nice time and be happy and stuff
... so, yeah, something was up.
Turns out that in a 'verse with psychic monsters that feed on pain and fear and nightmares, somewhere that has a something that can be pulled out of people to feed on either eternally or for a really long time, there's a niche in the ecosystem for ones that feed on happiness.
So there was this person feeding on what they called 'warm', which was good warm nice feelings, mostly love.
And like the other psychic predators they put a lot of work into inspiring the feelings they fed on.
So where the nightmare man kept everyone apart and kept them thinking the others didn't like them, she did the opposite and kept together because they already liked each other.
So there was Jack and Ianto and Tosh and Owen, all brought in from the Dark, the place Susie and Owen both mentioned. When they were there it was dark and they were alone, which was sads. But if they're good eating then something will be along for them sometime. Susie was no good because she was all cold, hate and meanness. But people who would give their lives for others are full up of warm, they're plenty good. So, Owen, and Tosh, and Ianto, and Jack. Jack a lot, Jack repeatedly, Jack's in the dark often and often. So she'd get along well with Jack. She'd go out in the Dark and find the warm ones, an follow their warm to who they were warm for, and bring them all in to her Reef. It looked kind of like a hotel by now, the sort built in eras, extended a lot. But a Reef is made of lots of little lives, and so was this place, bring the happy bits together for everyone in there. So Team Torchwood got a meeting room, and places to go, and a chance to be happy.
And where the Faith feeder made them all focus on him, that's not the way to get the most Love, because that's only loving one person. Letting them be free range and love many people makes much more warm.
I feel 'heaven is a happiness farm' is a very Torchwood answer with some obvious downsides. But it fits with canon already.
Thing is, though, they're going to notice. I mean, if our little psychic feeder is learning about herself from the people she meets, she probably thought she was an angel, once. But not after she met Jack. And he probably spent a couple thousand years with her, though his team wouldn't have been there yet. Huh, that's sad. But Jack meets new people and likes them often. He wouldn't like a coercive parasite, but someone who just sets things up for people to be happy together might be okay by him.
But you'd be tempted, if you could steer people, to make them more happy. To focus on the loving memories, and then kind of expand them. Like with Owen: he loved his fiancee, but then things started getting bad sad. It would be tempting to tweak it so he mostly thought about the love. But that would change him. Go that way and everything is bright and shiny, but lazy too, because eventually there's nothing left to fix. And the exact kind of people who'd give their lives for others are the exact kind of people who'd be having none of that. Duty is a sort of love, and they're full of duty. So they'd want to get out again and go do stuff.
So probably her Reef is empty except for newish people. There'd be ones who had issues and ones who haven't worked through their stuff and ones that just don't figure there's anywhere to go, but mostly people would eventually move on, try and get back to work.
Jack certainly would.
But then he'd be back, eventually, and probably bring a new crop with him.

A farm for making everyone Jack cares about as happy as possible for as long as possible, so a psychic parasite can eat it.
That seems to work.
