beccaelizabethEobard Thawne’s personal timeline was logically impacted by the Legends when they got the Armageddon virus released five years early, in 2147. That meant it’s before instead of after his birth. Mass casualties would decimate a different set of people, potentially killing his parents, definitely removing people he would otherwise know.
Per Degaton’s reign was accelerated and if his reach was truly global Eobard grew up under his rule, or rather Savage’s, after the betrayal. He’d have been 15 in 2166, when the Legends took out Savage. He’d be 24 in 2175 when the Time Masters say the Thanagarians invade.
... do they still do that?
I have no idea how that end of time is meant to look now.
But what could it have looked like before?
Thawnes were a well to do family, probably well into the era of corporate rule, but by 2147 the Kasnia Conglomerate at least believed that everyone outside their borders was reduced to wearing rags and scraping by. Hunter reckoned 2147 was the height of human civilisation, with the world having five good years left. Shortly after Eobard's birth the virus would have decimated the Earth, or worse, perhaps killing a majority of humans. And conquest followed it. He'd have been a child in a conquered country. His pride in the Thawne name might be something to hold on to while the world falls apart, or it might be the Thawne's stayed on top through it all. He got a good education for his era, but his era was in decline. The post Legends Kasnia with its swift fatal response to law breaking might have fallen apart, or it might have taken its extremes of zero tolerance global.
So did he grow up part of the system, aspiring to be a dictator some day?
Well the one thing we know for certain about any version of Reverse Flash is he grew up utterly obsessed with the Flash.
Why does a guy growing up under those conditions need such a dream?
So all those fics where he starts out poor and needs a way out... yes, but so does pretty much everyone.
And imagine if Thanagar came, and Eobard was a young man who dreamed of being a hero... did Reverse Flash fight in that war?
Or had he already found a way out, and back?
What could he find out about the Flash that would make him hate him so?
Well anything he did that could leave the world in such a state would be a good start, if it was me.
The Legends as they stood could not have assembled without EoWells' actions, if he was correct in thinking the Flash originally gained powers in 2020. Savage would have found the Hawks and most likely killed them again while Kendra was still vulnerable - unless Carter pushing her off a roof did it without him. Firestorm would be neither combined nor recombined. No Rogues yet, not with themes or guns. Too many ripples to track on the Star City side if Barry never helped Ollie that first time, which he wouldn't have, without his obsession with proving Reverse Flash really existed.
But it would be fifteen or twenty years of different with butterflies everywhere, maybe none of that was relevant.
Still, the future the Legends fought to change might have very little resembled the one Thawne came from.
Or it might have all the clues to piece together a number of interesting personalities for him...

Was he still around then? Or had he already cracked the speed equation, and found his way out?
He was proud of being from a good family and he got a good education, but in a conquered land on a world that passed its zenith when he'd barely been born.
Why does a guy growing up under those conditions need to dream of the Flash?
Why in that history would he need to become him?
How much of a hero was he, when he was Barry's age?
