Julian, HR, and a giant monster.
Plus Caitlin's mum.
I know they do not have narrative causality to guide them, but once Julian figured it was all line of sight, hologram was my first thought.
Though I also liked in the comics the guy who could bring movie characters to life, that was fun.
If a fan writer can think these helpful things, having a science fiction author, or scientific romance writer, around to do helpful brainstorming? Fair enough.
... if he's a con man he's not a very good one, too annoying too fast.

The only problem with this idea is the whole audience identification thing can just go so wrong.
... sympathetic embarrassment meant I watched much of this through my fingers and may have missed some finer details...
Julian... ex military genius CSI who was going to inherit all the old money? Okay, over egged, but seems like a mirror for Caitlin.
Barry being able to start fixing that relationship within hours of actually trying kind of makes his alternate timeline version look bad. Though if he's tried before and blown it before because of meta stuff that makes sense.
Captain Singh knows, right?
I mean, Julian is being annoying with all the recorded infractions, but, presumably accurate, by everything we know. So Singh needs a reason. So probably knows.
Julian turning out to just be scared because metas change all the rules... okay, but, that suggests STAR hasn't been publishing. Or anyone else. And the scientific community aren't figuring out the new rules? Come on, the interesting bit is 'that's weird'. Like, yeah, plausible, but science isn't a list of facts, it's a process, so not knowing things doesn't mean he can't find out. And he's got metas in prison and prior case law to study, if the Top is in a specialised cell. It's like the pieces only mostly meet.
But the feelings work.
So, they'll go fix things with a drink.
I wonder what all else happened between then in the year Barry doesn't remember. And why he doesn't get new memories, or if he will later.
... actually I like the fan theory Julian's his ex and only Barry doesn't know it. That would be hilarious and have tons of real feels mileage.
Joe's only now finding out Julian is new to Barry, so it's not like anyone would know he needs filling in.
But with the backstory and fear he's more mirroring Caitlin.
Her mum seems to be more a Dr Wells or Mercury Labs McGee. Big name. Going to another city to work out from under her shadow, logical. The degree of estrangement necessary that it's news to her that Caitlin lost her husband? Way bigger.
Caitlin's powers being new suggests not the first dark matter incident but the repowering Barry one? But she didn't say that. Long latency power emergence would make a mess of connecting cause and effect, if the cause wasn't so dramatic.
I already know I hate the whole Killer Frost thing for both mental health and gender reasons. Like, they're saying powers make you crazy, like Trajectory and Magenta and Frost, but look at what else they have in common. Zoom was crazy already. Ronnie and Martin had other factors that wore off after one treatment somehow fixed them. But Caitlin has to be scared to use her power because it's somehow going to destroy her heart? Ugh.
But this bit so far with going to her mum for help is feelings mileage.
Dead dad and workaholic mum is flipped from usual.
Not keen on randomly aggressive lab tech being a black guy. That seems like it detracts from the story. Make it another pretty white woman and there's layers of feeling replaced but realising working with mum would really have driven her nuts. Those are further away this way around.
Lots of interesting threads working pretty okay.
