Torchwood flyby thought

There's a mini problem in Torchwood figuring out the precise skill set of some characters. Basically Owen and Tosh. Tosh has a very fuzzy job description, especially if you include DW characters who may or may not have been Tosh.
Solution:
In RPGs there's kind of a sliding scale of knowledge skills. At one end you get the kind of detail where you've specialised in fly biology, and have to roll at a penalty to anything outside that field. And there's a range of penalties to fit how close it is.
At the other end is the skill Science!
The ! is important.
This skill is the one As Seen On TV, especially ye olde pulp movies.
A character with Science! has about the same chance to know just about everything, as long as it isn't clearly History or Greek or something.
The Doctor obviously has really really high numbers in Science!, at all tech levels.
Therefore the relevant skill in the 'verse is in fact Science!, and both Tosh and Owen are Doctors of everything.
