Someone is suggesting Torchwood filming is a cover for The Conspiracy.
The circle is now complete.
(specific conspiracy is some fuzzy collection of suicide clusters, those Mosquito buzzer thingies, pain rays, and a military academy.)
("Wales certainly doesn't spring to mind as a natural location for a Dr Who spinoff." ... unless they'd been filming Doctor Who there for years, perhaps? But wait, maybe the Doctor is a pawn of conspiracy too!)
