HYDRA knew

I just noped out of a fic where someone was clearly Really Annoyed at Captain America
for leaking all the SHIELD files.

Their argument was that now HYDRA used those files to hunt innocents. People in hospital or families of agents. They have a whole bunch of Avengers take turns telling him off about it.
This is failing to grasp the absolute basics: HYDRA *was* SHIELD.
Anything short of Fury's eyes only? HYDRA had. They were chasing Phil's recovery because it was level 10 eyes only, but they had Sitwell, they had pretty much everything else SHIELD knew. All those hospitals had HYDRA working in them. All those families had paperwork going through HYDRA. Because HYDRA was SHIELD.
Not grasping that makes a nonsense of the rest of the fic no matter where they take it.
Leaking all the data gave other agencies a fighting chance, but it didn't give HYDRA one damn thing more than they already had.
And the fic so very nearly had a point, there was a hell of a lot at risk, everyone was in danger after HYDRA went out of the shadows. But because they were working large scale and overtly without fear of consequence, not because they'd learned any new thing. Their recon phase was over, they'd named and lit all their targets, they came within seconds of taking them all out at once. That was the actual movie. The idea being that these secret powers might not have your best interests at heart and you'd never know before they pulled the trigger because secrets.
So Steve and Natasha and Fury told all the secrets.
Not because, as this fic had them think, they were angry and lashing out without thinking of the consequences (ffs) or even because they thought there's only be acceptable losses (has this author met Cap??) but because HYDRA already had all the secrets, and sharing them was the only way to remove their absolutely lethal advantage.
how did anyone miss that?
