Had a thought about 1-07

Family is maybe a Thing with Tosh? I mean, I said I have trouble finding her character, but we get that bit of a theme, and then who she sees in 1-13.
Canon is a bit unsatisfying for Tosh. And Ianto, much as I like him.
Mind you, if we're talking background, it's not like Owen got a hell of a lot.
Gwen got a few bits and pieces. Gwen got the most normal life stuff.
I've got a TV writing book that says not inventing backgrounds is on purpose so you've got more to explore later when you've got a whole bunch of episodes left and you're looking for ideas.
Which is all very well, but... well, for Highlander they invented but only in broad strokes, then they filled in as they went along. But because they had a skeleton in place the details pretty much pulled together.
If you don't invent a thing you're not mentioning then every writer is not mentioning a different thing and the details can be pulling every which way.
I'm not sure they invented a background to not mention, for most of Torchwood.
Which could be why I keep getting the urge to give everyone parents and everyone.
